3. Our list is not of course intended to be a substitute for

formal notification of visits by telegram. But I hope you agree it is of particular value in alerting us (and you) to planned visits as early as possible, particularly in the case of Ministers from other Whitehall departments, when HKD will often not be responsible for sending the formal notification. In this way we can act as a sort of combination herald and long-stop. There will be times when some of the tentative visits fail to materialise or the details may change. In this respect it is useful to have your comments. Our list is, after all, (typos aside!) only as good as the information we receive.
