make this impossible. And it would highlight the exclusion of Amman. There is a case for a further Gulf visit (to UAE, Oman, Qatar and Bahrain) in July or October.
c) Americas
The Secretary of State is to accompany The Queen from 14-20 May on her State visit to the United States. There is a strong case for the Secretary of State to visit Mexico afterwards; if the Secretary of State is attracted by the idea we will ask Mexico City about a visit there starting on 20 May. We think that both the Foreign Minister and his Deputy, who proposed to be out of Mexico at that time, might review their plans if the Secretary of State said that he would like to pay a visit then. Alternatively, the Secretary of State might go to Brazil where a visit is long overdue. We felt that this would not be too close to the visit by the Prince and Princess of Wales (22-27 April). The country was large enough for the Secretary of State to follow a different itinerary. Canada was a third choice, but this might be better before UNGA in September.
d) Africa
CHOGM will be held in Harare from 16-20 October. Before that the Secretary of State will visit South Africa in July; we suggest that he might combine this with a visit to Zimbabwe. There is also a strong case for a visit to Nigeria before CHOGM. This might be fitted in as a single visit from the UK in September or early October. Mrs Chalker has recommended in a separate submission that we should strengthen our contacts with both Harare and Lagos before CHOGM.
e) South East Asia and Australasia
The Secretary of State might aim to visit South East Asia and Australia in September taking in Brunei, given the importance of our interests there; Indonesia, because of its key role on Cambodia; and Australia in order to maintain the momentum of high level visits (it is four years since a Foreign Secretary went there). There would only be a case for a visit to New Zealand if additional time were available.
f) Eastern Europe
The Secretary of State has expressed a wish to visit Czechoslovakia and Hungary. This would complement
