1. The Secretary of State is considering a visit to Hong

Kong and China from 1-7 April (or possibly 1-9 April).

decision will be taken after the Governor's visit on

11 March. If he decides to do this it might well leak in Hong Kong before the date of the question. In which case the reply would provide an opportunity to make a formal

announcement.

Although Mr Colvin has not asked any questions on Hong Kong in the recent past, he paid a visit to Hong Kong last

month (sponsored by the Hong Kong Government) in the company

of Sir Richard Luce MP. The programme included a visit to VBP camps, a PADS briefing and a visit to Macao.
