The senior British Trade Commissioner has received a

request from the British Chamber of Commerce for the

Secretary of State either to speak at a lunch or to be their

guest at a drinks reception. The Governor has advised

against this, and I agree, for the reasons given in para 2

of BTC telno 93. I think it would be sufficient for

representatives of the British Chamber of Commerce to be included in Mr Heap's lunch, as the Governor suggests.
