Problem
The Governor of Hong Kong has proposed a revised
programme for the Hong Kong part of the Secretary of State's visit to China and Hong Kong. Mr Heap has telegraphed about how the interests of the British Chamber of Commerce might
be covered.
Recommendation
2.
I recommend that the programme proposed by the Governor is approved, subject to the following:
(a) we seek the Governor's views about the desirability
of businessmen being invited to the dinner at Government
House on the first day, either in addition to, or instead
of, ExCo members;
(b) the visit to the JLG Office is switched with the
meeting with the CBF on patrol craft;
