I attach a letter from my Minister to the Chinese Agriculture Minister following the conversation with Vice Premier Wu Xuegian on human rights on 28 September. Appended to the letter is list of 40 names of Roman Catholic priests and bishops which has been revised by the Catholic Bishops' Conference of England and Wales in accordance with your advice and that of Far Eastern Department. My Minister would be grateful if his letter could be forwarded to Mr Liu Zhongyi.

The Catholic Bishops Conference have enclosed a second list of four names (attached to this letter). These are individuals whose names are not available in Chinese characters to Bishops' Conference, and where details are sketchy. We have not attached this list to the Minister's letter in case it were to devalue the other, complete list. However, my Minister would be very grateful if the Embassy could endeavour to press their case.
