BACKGROUND

When the Prime Minister visited Peking in September he spoke

firmly to Premier Li Peng about British concerns over human rights

in China; a list of cases of particular concern was subsequently

handed over. He agreed with Li Peng that dialogue on these issues

should continue. We are seeking to ensure that human rights are

raised at every high level meeting in Peking, London and elsewhere. One Hong Kong detainee (Luo Haixing) was released (ostensibly on medical grounds) after the Prime Minister's visit and two leading dissidents (wang Juntao and Chen Ziming) were moved to better conditions - though there is no evidence that the latter was the

result of the Prime Minister's
