HONG KONG: MEETING WITH LORD CAITHNESS, 11 NOVEMBER

1.

The following points for action arose from our meeting

with the Minister this morning:

Airport project: we will add a paragraph to the draft letter to No10 on timing and will draw No10's attention informally to the need for ECGD cover on the fixed crossing

to be unblocked from the EGC process.

JLG: we will put up briefing for the Minister's discussion with Ambassador Ma on the 15 November, and for his talks in Peking, on the lines proposed by Mr Galsworthy. We will also discuss with News Department a public line on the Hong Kong aspects of the Minister's talks in China, to avoid exaggerated expectations in Hong Kong. We will also prepare a short sitrep on JLG activity for the Secretary of

State.
