Background
1. We are
aware of four Hong Kong detainees in prison in
China as listed in paragraph 2 below. They were all
included in the list handed over to the Chinese by the Prime
Minister during his September visit.
2. (a) Li Peicheng (pron. Lee Pay Chung)

Hong Kong permanent resident detained in Zhongjiang,
Guangdong on 13 October 1989 on charges of helping wanted
persons escape China. Given a 5 year sentence on
26 February 1991.
(b) Li Longqing (pron. Lee Long Ching)
Hong Kong permanent resident detained in Shenzhen on
5 December 1989 on charges of helping wanted persons escape
China, Given a 5 year sentence on 26 February 1991.
There has been little publicity and no requests from
relatives for assistance to the Hong Kong Government in
respect of the two Lis. This may be because they were
assisting people to escape from China for gain rather than
idealogical reasons.

(c) Liu Shan Qing (pron. Lyoo Shan Ching)
Hong Kong permanent resident imprisoned in Guangdong since
December 1981. We have never been informed officially what
he was arrested for but the Court in Canton stated that he
harboured counter-revolutionary aims and collaborated with
counter revolutionary elements. He was sentenced to 10
years imprisonment and should therefore be due for release
soon.
(d) Wu Jiguang (pron. Woo Chee Gwung)
Hong Kong permanent resident was arrested in November 1990 in Shaoguan, Guangdong and accused of spying for Taiwan. He is 76 years of age and a retired textile worker. We would
not normally intervene in a case where a person is convicted
