UK/THAILAND TRANSFER OF PRISONERS AGREEMENT
UK and Thailand signed the agreement on 22.1.50 and
ratified it on 6.2. 91. The aim is to facilitate the transfer
of prisoners between Thailand and Hong Kong. This is pased on
humanitarian grounds that rehabilitation of an offender within
his own society is more easily achieved where language barriers
and lack of access to relatives and local custore and culture
are eliminated.
2.
Transfer would be effective only if there is the
consent of the offencer himself, and the Thailand and the EK
Governments.
3.
An offender may seek transfer to HK if he satisfies
the conditions at Annex.
4.
There are 132 K residents currently serving prison
No one so far has been transferred
