Import of Labour (Defensive)

4. During the Gulf War, the Philippines asked Hong Kong to

take more Philippino workers (returned from the Gulf). Hong Kong said that the import of labour was possible, through normal channels if justifiable in a case by case basis, but would not agree to any special treatment. The subject might be raised in the context of importing labour for PADS.
