Dear Lord Caithness

I am a Hongkong newspaperman who was looking forward to putting some questions to you at your farewell wr-ex conference in Hongkong after your recent visit. I was Kurpriard to find there was no such press conferencĄ. A departure from former vizite by Ministera who have held your job. I would like to ask why.

to me that if a Minister with Special Responsibility for Hongkong Affairs comes to Hongkong, spenda several days touring the Colony, apeake to a large number of officials and politicians and studies our present situation, then he must surely have formed some opinions during his stay. I feel algo that these opinions would be of great interest to Hongkong people.

So I would like to ask the following questions:

1. Why did you not hold a presa conference at the end of you? recent vieit?

2. I understand you held a briefing for British reporters. Why did not Hongkong reporters get such a briefing?

3. Who selected the reportera to whom you spoke? (Did you or your staff invite British reportare to attend this briefing or was it the Hongkong Government who degued the invitatione? I work for outlets both in Hongkong and abroad and I was not invited so I am curious on what basis the journalists who attended were selected )
