The Secretary of State was very grateful for Lord Caithness' minute of 7 February which he found most helpful. He would like to have a longish office meeting (1-2 hrs) with a short agenda pinpointing the main questions and listing in each case the policy options in staccato form.

The Diary Secretary will be in touch about a time and I should be grateful if Head of HKD would then provide, on one side of paper, a suitable agenda.
