Thank you for your fax of 9 February.

I can understand how you feel about the absence of a press conference but I do not think you are justified in claiming visiting politicians scorn the Hong Kong press. Certainly in the case of visiting Ministers a great deal of thought and effort is put into relations with the media. I also hope you will feel a little less irritated if I correct your misconception Chal Chere was nu briefly for Che Hong Kong press. A group of 12 editors from the principal leading newspapers were invited ( 11 attended) for a 50 minute on the record discussion with Lord Caithness on the Friday he left.

You might also have seen in this morning's "keeping posted" a small piece claiming that GIS did not issue details of Lord Caithness' programme because of a fit of pique. There is no truth in thi8. For reasons of security we decided to release detalls UI 15 movements only 24 hours in advance. This was frustrating for everybody concerned and I hope will not be necessary when he next

comes.
