[LORD CAITHNESS' TRAVEL PLANS IN SOUTH-EAST ASIA]

1. I shall be happy to discuss these proposals in more detail with the Minister.

I gather that the Minister would now like to attend the South Pacific Forum on 1 and 2 August, immediately after the Heads of Mission Conference in Hong Kong (and that the week in Hong Kong would contain substantial elements of a bilateral visit to Hong Kong). We therefore need to consider how to fit in Hanoi and Bangkok. Given our interests in Cambodia and Indo-China more broadly, it would be a great pity if the Minister completed his first year in office without visiting either place. Is there any other moment in the diary when he could travel there? We must remember that getting in and out of Hanoi is not straightforward and that a visit to Vietnam ought ideally to include a visit to Ho Chi Minh City.
