The Congressional Record of 20 September recorded the introduction of a bill in the US Senate (S. 1731) seeking to establish US policy with respect to Hong Kong after 1 July 1997. I do not want to tread on the toes of the Hong Kong office here who will no doubt be reporting on this legislation and following its progress, but I thought you might like to receive a direct copy of the sponsor's introductory remarks along with the text, as air services are quite prominent - the underlining is mine.
