Seems to suggest should wait until 1997 before concluding new air service arrangements capable of continuing into the future. Hope US will conclude before 1997 a separated ASA with Hong Kong which will continue beyond that date. Renewal should not be necessary: amendments thereafter should be negotiated directly with the HKSARG acting under authorisation from the Central Government.
Not clear what this means.
But to avoid disruption to
air services we wish to avoid any need to renegotiate existing bilateral agreements immediately or upon transfer of sovereignty.
