1. Please refer to your minute of 27 October.
2. The following are the answers to the questions in para 2 of your
minute:
(a)
In recent months Hong Kong has become a regular item on the
agenda for all ministerial and official contacts with the
Canadians. A list of recent bilateral contacts is attached.

Hong Kong has recently assumed greater prominence in our
bilateral relations because of the helpful Canadian response
to our efforts to rally international support for the territory following recent events in China. This is a subject
on which we should certainly keep in close bilateral touch
with the Canadians.

ASHAAO
Mr Lynch, the Political Counsellor at the Canadian High
Commission, recently told me that he had suggested to Ottawa
on a personal basis that there might be advantage in arranging
a bilateral meeting of officials and legal experts at some
stage to discuss specific ways in which Canada could help to
promote confidence in Hong Kong. There might be scope for
closer contacts on the following issues:

Nationality: when we are ready to announce our own
assurances scheme, we will need to brief the Canadians in
detail and encourage them to take comparable measures.
