It might in any case be difficult to agree to a new
SE
co-ordinated EC position on China. Several of the Twelve are more
concerned about human rights than others and may resist resumption
of contacts at the highest level. It is difficult to see how
visits by Premier Li Peng or President Yang Shong Kun could be
acceptable. Although the Chinese have been rather more willing to
discuss human rights, there is little sign yet of this being translated into better practice. It is unsurprising that the
Chinese responded warmly to Mr de Michelis's proposal. They have receur stressed that they regard this series of visits by European Foreign Ministers as representing the full normalisation of relations. At the same time China is currently engaged in a charm
offensive in Europe, particularly targetting European

industrialists: a major purchasing delegation has visited most of many the European countries in June.
