Content with general proposal that EC/China relations should be improved but it would be useful to know more precisely what

Mr de Michelis has in mind. The Twelve are already resuming their contacts and cooperation.

We have been rebuilding our own relations with China:

resumption of high level visits and of commercial contacts.

have serious problems with China over Hong Kong: Chinese want to isolate keep Hong Kong dimension isolated, These difficulties mean that we

do not wish at present to move much faster.

Suggest that Italian proposals should be discussed in more detail through political cooperation machinery eg at Asia Working Group on 19 June.
