1. As background to discussion tomorrow, you might like to glance at the list below of recent Japanese contacts with the Chinese and us on Hong Kong. The difficulties of the airport negotiations seem to have stimulated the Japanese to speak rather more candidly to the Chinese about the requirements of international confidence in Hong Kong. The Japanese recognise that Hong Kong's future success or failure will affect the way that China itself develops, particularly the South. They usually tend to stress Hong Kong's economic rather than political freedoms but recently took a helpful line with Zhou Nan about democratization.
