Objectives

- To encourage continued Japanese lobbying of the Chinese,

particularly on democracy in Hong Kong.

To keep the Japanese engaged in the airport-project, preferably backing Anglo-Japanese consortia.

Points to make

Hong Kong general

- Valuable UK/Japanese dialogue. Grateful for Japanese efforts to influence China, eg helpful representations on

the airport.

Airport project now moving apace. Discussions with

Chinese in new Airport Committee very smooth.

Pleased that Japanese and British companies bidding

strongly. Lantau Fixed Crossing tenders due on 16 December. Hope Anglo-Japanese Consortium will succeed: a good sign of Anglo-Japanese cooperation. But Hong Kong Government

insist contracts will be awarded on their merits, not as

political favours.
