4. I should be grateful if you could now coordinate this exercise with a view to sending a message to the Japanese, if possible by the end of this week, though this could slip to Christmas Eve or even to 31 December. Much will depend on whether this needs to be approved by the Secretary of State himself.

5. If the other departments are confident that the substance of any issue is unlikely to change much between now and the end of the year, there would be considerable logistic advantage in sending a message before Christmas. Clearly the Soviet issue is unlikely to stand still, but most of the others seem to meet this criterion.
