Nothing in this of course precludes us from pointing out to the MFA how generous HKG are being, and we do of course do that. I suspect that the most likely course to produce a favourable outcome will be to press this moral point, rather than to try to construct legal arguments. I am not incidentally as unconvinced by you by the argument about the difficulty of obtaining land from the Municipal authorities in Peking. The FCO in London suffers from precisely the same problems, and I doubt whether the Chinese bureaucracy makes them easier to resolve. Ministries of Foreign Affairs find it notoriously difficult to get their way against other organs of state!
