3. In practise, the central government probably is able to set up branches or subordinate offices where it wishes. I have been unable to find any clear Chinese legal text on this subject, but I suspect that a local authority, even a province, would be unable to prevent the centre requisitioning a site should it so wish. This is not necessarily to be taken as a precedent for Hong Kong where there are much more exact provisions for the exercise of its autonomy in the JD and the BL. I do not think this is a point which should be conceded to the Chinese without a fight, nor do I think it is one they would expect to be conceded immediately.
