1. Mr Burns' manuscript minute on my note of 13 December asked:

and

(a) what form would the design brief take;

(b) whether Miss Spencer had responded to his questions;

(c) whether OED thought another meeting would be useful.

2. I attach a copy of the design brief for the High Commission in Nairobi, which gives a broad idea of what the design brief for the new Consulate-General in Hong Kong will look like.

3. I have not seen a response from Miss Spencer. But when I raised this question at the Design Group meeting last Thursday, OED said that MVD, Consular Dept, and NTCD had been reconsidering their requirements and, in consequence, it had been possible to reduce the space allocated to the immigration/nationality section by 500 sq metres.

4. I spoke to Mark Bertram about the possibility of another Steering Committee meeting in early January. He did not think a meeting as such was necessary, but confirmed that the design brief should be circulated to members of the Steering Committee and other interested parties before being finalised.
