THE BRITISH COUNCIL/HONG KONG POST-1997

1.

Further to our discussions on your letter of

20 September, Hong Kong have now responded to our questions about co-location in the light of the proposed lease on Colvin House, and the wider question of the British Council's legal status after 1997.

2.

As you will see Hong Kong do not think that your co-location with the Consulate-General or your proposed English language teaching function there will be in breach of the proposed conditions of the lease. Their advice on legal status is, necessarily, less straight-forward, and suitably hedged with caveats. As they say, in the end it must be for the British Council to consider carefully which course it wishes to take. I shall be interested to hear your views in due course.
