propose that OED's Project Manager (Clive Newey), accompanied by an OED Architect and a Planning Officer, should visit Hong Kong in early December to plan in detail the overall design and construction strategy for the project, confirm the architectural short list and finalise the design brief. Proceeding in this way will keep us on course for a construction start in early 1993 and an occupation date in early 1996.
