1. I am delighted to tell you that the FCO have now decided to appoint Swire Properties as our Project Manager in Hong Kong for the design and construction of the new Consulate General, on the terms of our earlier discussions and your letter of 11 November. We look forward to working with you on this complicated and important project.

Clive Newey is planning to arrive in Hong Kong on the morning of 2 December, accompanied by Steve Whittle (our liaison Architect) and Alex Smith (our Planning Officer). His prime tasks will be to finalise with you the terms of appointment and to discuss in detail the brief for the architectural selection process and the list of invitees. I hope that this timing will suit your people: he will be in contact with you separately.
3. I hope that you will agree not to make any press or
other announcement on this until you have covered the ground with Clive Newey.
