I attended a meeting of the OED Design Group for the future Consulate-General on 12 December to discuss the design brief, following the technical visit to Hong Kong by an OED team led by Mr Newey from 2-6 December. While in Hong Kong the team signed a contract formally appointing Swire Properties as Executive Project Managers and agreed with them that we should approach the five UK architects on the list approved by Lord Caithness. Mr Newey was able to interview four of the five practices in Hong Kong and on 10 December interviewed the fifth (Farrells) here in London. All are keen to be considered for the task. The OED team also completed the process of refining the Schedule of Requirements and are satisfied that it is now as accurate a forecast as we can produce.

The next step is for the architects to be sent the design brief (by mid-January); an "open forum" will then be held a month later in Hong Kong with all five practices to enable them to ask us questions arising from the design brief; the architects will then produce their outline ideas by the end of March. To remain on track OED will finalise the bulk of the design brief and fax it to Swire Properties by the end of next week. Swire will then insert material which they are best placed to provide (eg aerial photograph, site plans, section on local planning regulations etc) and arrange for the brief to be printed locally. OED will then authorise the final version to be issued to architects in mid-January.
