I have minuted to you separately about the requirements for immigration, passport and consular services in the new Consulate-General building. I note from the present draft of the schedule of requirements that we envisage a relatively modest Information Section (half a Grade 6 First Secretary, 1 x LEII Assistant Information Officer, and 1 x LEIII translator/typist).

2. I wonder whether this is right. The Far East will remain a priority area of British interest, not least because of its burgeoning economic growth. There will be plenty of trained, English-speaking people available in Hong Kong, which also has an ideal location to act as a regional centre. Should we be thinking of a larger information effort based in Hong Kong but serving the wider region? We have an opportunity to cater for this now it would be more difficult to do so later when the design brief has been written.
