13. The new Embassy must represent the best in architecture and design.

14. The Foreign and Commonwealth Office (FCO) expects a well-balanced, cohesive solution. Equal attention must be given to the quality of external spaces and the design of built elements.

15. Passive measures to promote energy con- servation will be a consideration from the conceptual stage. The use of shade, airflow, cross ventilation, thermal efficiency and volume should make a significant contribution to the design philosophy. The design will be expected to satisfy the requirements of BREAM 1/90 ( The

16. Particular consideration should be given to the use of British Products: all products must have been assessed and approved by appropriate "bodies and selected for quality, long life and

low maintenance.

17. Whilst security requirements are of imp- ortance, insensitive handling of defensive elements can result in a fortress-like appearence. Careful handling, with considered thought given to accommodation levels, building placement, and detailing of security elements, can resolve such problems.

18. Circulation patterns and the correct inter- relationship between the accommodation will both play a significant part in determining the success of the project in operational terms.

The diagram opposite illustrates the main considerations to be observed in planning and positioning buildings on site to achieve the correct dispostion of circulation routes between

elements. Whilst the schematic diagram

suggests a possible plan for the site, alternative approaches which achieve the required relationship with equal success will be acceptable.

19. The treatment of landscape will make a fundamental contribution to the environment: The FCO anticipate skilled use of ground modelling and advance measures to ensure early establishment of planting will both make significant contributions to the proposals.

20. A brief for finishes and furnishings app- ropriate to the selected design will be developed in conjunction with the architect as part of the design process.

21. An item of sculpture, or decorative feature should be allowed within the design. The work of art will be commissioned separately at a later stage of the design process.
