Proposal for arrange- ment made to the

Governor on 6.2.91.

Deputy Governor further responded on 2.4.91. Proposal accepted in principle. Would consider HK's request further as soon as the requisite Order under the Drug Trafficking Suppression Act 1988 is drafted. As part of that exercise, Hong Kong might be included as a designated "country".

Proposal for arrange- ment made to the Governor on 6.2.91. Caymans AG inclined to limit the agreement to the exchange of letter only, as the guide- lines "overlap the Designation Order".

Proposal for arrange- ment made to the Governor on 6.2.91. Governor agrees in principle, and has sought FCO's advice on legal aspects of such an arrangement between two dependent territories. FCO responded favourably.

Proposal for agreement made to the Malaysian Commission in HK on 6.2.91. The MFA is now supportive of the proposal.
