Venezuelans have shown interest in Agreement but officials very cautious and legislation needs strengthening. At present Venezuela can not confiscate the proceeds of drug trafficking.

Copies of DTOA and model agreement passed to Algerians following Mr Eggar's visit June 1989.

President has approved Drugs Trafficking Control legislation which will be presented to Parliament in January 1990. Post will send a copy of legislation. New model agreement and DTOA passed by Embassy to Bangladeshis.

Government have introduced legislation to Parliament. Comments provided on draft Belize legislation. Agreement should be possible on basis of legislation.

PM raised with President Masire at CHOGM need for confiscation legislation. HC to monitor.

Drugs kit handed over April 1991, in Sofia. Recent lifting of Bank Regulations binding banks to monitor accounts opens up money laundering possibilities.

Chilean government keen for bilateral agreement and have ratified the UN Convention. MOU signed by Mr Garel-Jones and Chilean Foreign Minister 11 April 1991. Post asked for copies of legislation. Post report legislation should be in place by end of year.

Embassy report that any approach between now and new Government is unlikely to be successful. Embassy continuing to monitor. Government has introduced money laundering legislation.

Copy of DTOA and background passed to Head of Anti-narcotics. Egyptians have legislation but unclear whether it is compatible with DTOA.

No compatible legislation.
