Officials met September 1989. Belgian legislation on confiscation of assets and money laundering passed July 1990.

Belgium signed Council of Europe Confiscation Convention. Belgium hopes to ratify the UN Convention and Council of Europe Convention. Belgium still keen to cooperate under multilateral arrangements.

Opening talks held on Oct 1989. Denmark signed COE Convention. Legislative changes being made which are likely to take 1-2 years before ratification of Council of Europe Convention is possible.

Text agreed.

Suitable high profile signature. Changes sent to clear with Argentines.

Jamaica

Officials met March 1989. French decree published on laundering of proceeds of drug trafficking and regulations for banks.

Agreement 90% negotiated following talks in London in June 1989. Mr Lennox-Boyd visited December 1990 and urged Jamaicans to pass DTOA-type legislation to clear the way for drugs

agreement. Post report progress is slow but continued lobbying may help.

Clear text and arrange for signature.

Post asked to find out when France intends to sign and ratify Council of Europe Convention.

Await finalisation of Jamaican legislation.
