Letters exchanged in August 1991 to conclude the bilateral arrange- ment. Gibraltar to designate HK on 1.11.91.

Proposal for agreement made to the Malaysian Commission in HK on 6.2.91. The MFA is now supportive of the proposal.

Acting Governor responded on 5.4.91. Proposal accepted in principle. Executive Council to be consulted.

Informal acknowledgement received and initial queries answered. Keep in view formal response.

Keep in view receipt of sections 22 and 23 of the Montserrat Drug Trafficking Offences Ordinance 1990 and outcome of consultation.

Proposal for agreement made to the Nigerian Commission in HK on 6.2.91. Legal advice

on Nigeria drug enforcement legislation obtained.

Informal acknowledgement received from Commission for Nigeria and initial MFA queries answered on 17.4.91. To consider further approach to the Nigerian authorities.
