DRUG CONFISCATION AGREEMENT

Please refer to your telno 1630 of 23 May concerning the Ecuadorean legislation on drug trafficking.

In May 1990 the draft Ecuadorian law on Narcotic, Psychotropic and related substances was studied by the FCO and Home Office and found to be a sufficient basis for an agreement. The legislation (approved by Congress August 1990) contains powers to trace, freeze and confiscate the proceeds of drug trafficking. Article 147 of the draft (attached) covers assistance to foreign jurisdictions. I hope this Article answers your query concerning overseas assistance.

now confirm that a team will be visiting Quito on 24 and 25 June to negotiate a bilateral confiscation agreement. We will let you know the outcome.
