Bilateral Confiscation Agreements

Thank you for your letter of -7 March enclosing a copy of the Agreed Minute with Germany.

Since we are now well into the business of developing a network of bilateral agreements/ arrangements, we have decided that it would be valuable to produce our own periodic progress report. A copy of the first effort is attached for your information.

I am also copying this to HKD and to Peter Vallance at the Home Office, but should be grateful if you would copy it to any others in HMG who you think may have an interest.
