On 6 February 1990, having considered memorandum XCC (90) 12, the Council ADVISED and the Governor ORDERED that
(a) Hong Kong should provide for co-operation with overseas countries and territories in the confiscation of the proceeds of drug trafficking
and
other time-limited
draft model and
(b)
such
related procedures by means of bilateral agreements based on the agreement annexed to the memorandum;
for
basis and territories
agreements should form the designation of such countries under section 28 of the Ordinance.

Bilateral
based arrangements
on our draft model
agreement have now been agreed with Canada, the USA, the UK and Australia. The principal features are described below.
Agreement with Canada

The Hong Kong-Canada Agreement (Annex B), signed on 14 November 1990, provides for a wide range of mutual assistance in the investigation and prosecution of drug trafficking offences, in addition to reciprocal enforcement of confiscation orders.
