Thank you for your letter of 19 April. We have prepared an entrustment authorising you to negotiate an extradition agreement with Canada. This has now been signed by the Secretary of State and forwarded to the Governor by bag. In case this does not reach you before David Edwards' departure for the US and Canada on 3 May, I am faxing a copy of the entrustment with this letter.
