entrustment conveyed to us in a letter from the Secretary of State to the Governor dated 3 December 1990, we are authorised to negotiate, conclude and implement extradition agreements with Australia, Malaysia, the Netherlands and the United States of America.

You will have seen from our telegram 003 from the Hague that we recently had a useful initial round of discussions with the Dutch; we hope to undertake detailed negotiations with the Australians, Malaysians and Americans in the near future.

You will also have seen from UKREP JLG's telegram saving 5 that the Canadians have approached us informally and indicated that they would be interested in entering negotiations on future extradition arrangements between Hong Kong and Canada. Because we are hopeful that it may be possible to conclude such arrangements reasonably quickly and since this might put some pressure on the Americans to reach agreement with us sooner rather than later, I now request that we be formally authorised to enter into negotiations with the Canadians. I assume this can be done by adding Canada to the annexure of the Secretary of State's letter of 3 December 1990 above.

It would be helpful if the entrustment proposed could be effected as soon as possible after the Chinese have indicated they have no objections to us pursuing negotiations with Canada.
