Stevea. Pattison's letter of 18 March to you (copied to Stephen Bradley in the Political Adviser's Office here) has been copied to me.

The point raised by Andre Surena is, of course, a very familiar one to us and I shall be ready to deal with it fully when I see him with John Hunter in Washington on 13 May,

We shall not in fact be proposing to solve this problem in either of the ways suggested by Surena. We shall instead suggest that we include a provision in the Hong Kong/ US Agreement that would prevent a fugitive returned to Hong Kong from the US from being re-surrendered or moved away from Hong Kong. We shall be ready to put forward a specific text dealing with this on 13/14 May and to explain fully the background to Chinese concurrence with the various arrangements.

L all copying this letter to Steven Pattison in Washington who is welcome to pass the contents of para 2 to Andre Surena. I shall look forward to seeing Steven in Washington in May.
