HONG KONG/NETHERLANDS EXTRADITION

I attach a copy of a note which Graham Angel has received from Julian Schutte in the Justice Ministry in the Netherlands. Although we do not have all the background, it appears that the Netherlands want to establish an independent extradition arrangement with Hong Kong which will extend beyond 1997. To that end they have prepared a draft diplomatic note on which our views are being sought.

This would seem to be a matter for your department rather than the Home Office. If you agree, perhaps you could let me know whether the FCO would wish to apply direct to Mr Schutte or to provide a draft for Mr Angel. We have no strong preference, but Mr Schutte's note has not yet been acknowledged and when he does so, Mr Angel would like to indicate who will be providing the substantive reply.
