1. I refer to your fax of 8 May 1991 to Mr Graham Angel at the Home Office.

I can confirm that we are content with the draft diplomatic Note annexed to your fax of 8 May 1991, subject to one point. Our Legal Advisers have proposed that the words "Hong Kong" in lines 2 and 3 of paragraph 4 of the draft Note should be replaced by "the United Kingdom in respect of Hong Kong until it has been replaced by a new agreement as envisaged,
