HONG KONG/NETHERLANDS EXTRADITION AGREEMENT

1. You will recall that we consulted you on the draft Diplomatic Note from the Netherlands Ministry of Foreign Affairs, proposing that future communication under the existing treaty be through the Consulate-General of the Netherlands in Hong Kong (Ms Major's minute of 27 June, copy attached).

Our Embassy in the Hague has now received the Note (copy attached), which takes account of your amendments. The Netherlands MFA have asked for an early reply.

3. I have attempted a draft (attached), which may require substantial amendment. I should be grateful for your comments as soon as possible. I should also be grateful for any comments from Mr Darby on drafting niceties and advice on further action in view of the fact that this exchange of notes will constitute an agreement between the UK and the Netherlands.
