be contentious. The main changes we propose as the result of our review are the addition of 4 politically important items:-
3.1 Local Government Finance. The Bill to establish the
council tax in England, Scotland and Wales and to provide
structure of local
the framework to changes to the
government in England.
3.2 Asylum. A Bill to establish new appeal rights which
of a the introduction are necessary to enable
swifter and
more certain system for determining asylum applications. is also intended to contain certain reductions in general immigration appeal rights, to release resources.

3.3 Education. A Bill to transfer funding responsibility for further education colleges and sixth form colleges.

The equivalent Bill for
Scotland.
There could be an additional politically important Bill if further powers are needed to pave the way for the introduction of
the council tax in advance of the enactment of the Local
Government Finance Bill mentioned above.
Other additions we
recommend are: an International Fraud Bill and a Prison Mutiny
Bill in place of the more substantial Criminal Law Bill earlier envisaged; a Cardiff Bay Barrage Bill, which will be hybrid; and a one-clause Fair Trading Bill to deal with a defect in mergers
legislation. The two other substantial additions we were asked
to look at were Commonhold and Employment. We felt that
Commonhold was likely to be too large a Bill to be easily accommodated, and that in political terms it might more naturally await a first Session; while Employment was also more likely to
be suitable for a first Session.
