You discussed my minute of 24 May with the Business Managers this morning and agreed that this should go to Cabinet for a brief

discussion on Thursday 13 June.

In discussion we noted one addition to the category of contingent

Bills which you asked me to draw to the attention of colleagues in advance. Following publication of the White Paper on the Citizen's Charter there may be some legislative proposals that we will want to carry through in the fifth Session.

I should emphasise for colleagues' benefit that the proposals in my minute of 24 May represent FLG's firm proposals for the next Session. As indicated in paragraph 9 of that minute, we will review them again in July to plan a strategy and order of priority for the introduction of the Bill's next Session. This will enable us to take account of progress with clearing any remaining policy points and getting instructions to Parliamentary Counsel by the deadlines we have set.
