LEGISLATIVE PROGRAMME 1992/3: HONG KONG APPEALS
1. You noted that Mr Chamberlain's minute to the Private
Secretary of 17 December suggested that the Hong Kong
Appeals Bill was unlikely to be needed in the 1992/3
session. As you suspected, some confusion seems to have
arisen here between the calendar year and the legislative
year. The Bill is unlikely to be needed before late-1992 at
the earliest, but we still need a slot in the 1992/3
programme. The draft letter from the Private Secretary to
Cabinet Office, which I understand has now been sent, correctly included this bid.
2. Our preferred timing for the introduction of the Bill will depend on developments in Hong Kong.
