Questions relating to the enforcement of judgments and arbitration awards would be particularly important areas of research. Fortunately, I'm in a good position to do thi work because I am currently writing a book on PRC civil procedure law with Professor Jiang Wei, a leading specialist in the PRC on Chinese procedure law.

but it does seem to me that our first task should be to look closely at the manner in which the Guangdong Hong Kong agreement on the service of litigation-related documents is working. Our experiences with this agreement should give us some idea of the ways in which future mutual assistance in civil matters might work out in practice. Moreover, our principal contact on the PRC side in this matter, Judge Zhang Mao, told Perry Keller that a good way to develop matters would be to use the Guangdong Hong Kong agreement as a model and to extend it to others regions on a province by province basis. This seems tc me to be a rather sensible strategy, especially at a time when there are clear signs that the provinces are not prepared to surrender their recently-acquired greater economic autonomy the central authorities in Beijing. Thus, if our researches show that the Guangdong Hong Kong agreement has worked satisfactorily from our point of view, we could proceed to deal with other provinces. Fujian would be an obvious starting point.
