You said
You wrote earlier this month to ask what documents you might obtain to help you with your research into Hong Kong. propose to look at, among other things, the Sino-British negotiations during the early 1980s relating to Hong Kong's future and you ask in particular about White Papers and Hansards.
A good public library ought to have copies of Hansard in its reference section. But, if you have difficulty in finding such a library locally, you could try ringing up the Public Information Office in the House of Commons (071 219 4272), who might be able to help. The key debates on the Joint Declaration took place in May and December 1984. Other useful documents would be the Reports on Hong Kong by the Foreign Affairs Committee published in 1989 and 1990. These can be obtained through HMSO in London (071 873 0011) or you could call in at their shop at 49 High Holborn. There has also been an Annual Report on Hong Kong since 1985. I enclose a copy of the latest Annual Report and spare copies of observations on the second FAC Report.
You say you will be able to spend some time in Hong Kong. There are at least two sources of documentation there which you might find useful. The Universities Services Centre has a large collection of material on China and Hong Kong. I believe it has been relocated in one of the Hong Kong Universities, but I am not sure which. I have also heard there is a private collection of cuttings from the Hong Kong and British press covering the years 1982-91, which was compiled by Mr John Walden, a former member of the Hong Kong Government. I expect someone in Hong Kong would be able to tell you how to get in touch with him.
